CoRE is an early intervention program for young people aged 15–21 that builds resilience, wellbeing, and social connection through practical, strengths‑based learning.

Blue Light Victoria delivers early intervention and prevention programs for young people aged 10-21. Their program helps young people develop the skills they need to navigate challenges and engage at school.

Working with schools and local communities, our programs uniquely embed police and emergency services as trusted partners and promote positive relationships.

Program description

CoRE (Connected, Resilient, Engaged) is an early intervention program for young people aged 15-21. It is for students who may be at-risk of becoming disengaged and need support to stay connected to school, community and learning.

The program uses practical, strengths-based learning to build pro-social skills and support mental wellbeing. Students will also strengthen both individual and collective resilience.

Sessions are run by Blue Light Victoria facilitators and delivered in partnership with police, emergency services and local organisations. They actively take part as community role models, helping build trust, and connection.

Students take part in weekly 90-minute sessions. Sessions involve practical, hands-on activities, group discussion and reflection.

Workshop themes include:

  • understanding and addressing antisocial behaviour,
  • healthy and safe decision-making,
  • building personal and collective resilience, and
  • strengthening connections to school and local communities.

At the end of the program, students go on an excursion to help a local community organisation. This helps to reinforce purpose, pride and social responsibility.

  • Schools will support student identification, attendance, and engagement, and provide suitable learning spaces.
  • Delivery will align with school timetables, wellbeing priorities, and curriculum links, confirmed during planning.
  • A school-based coordinator will support communication, logistics, and student participation.
  • Participation of police and emergency services is subject to local operational availability, confirmed prior to delivery.
  • Delivery of the Community Connection Day is subject to school approval and risk assessment processes, with BLV coordinating logistics, including transport where required.
