Engaging an EISA Menu provider
To purchase a program from the EISA Menu, schools should:
- browse the EISA Menu and choose a program
- check the details, including focus, delivery dates, location and price
- contact the provider using the details listed on the menu
- confirm availability, dates and total cost through requesting a quote (see Requesting a Quote below).
All programs are delivered in-person. They may run
- before school
- during school
- after school
- during school holidays.
Schools may pay for programs using their existing school budget.
Some schools will receive funding to help pay for programs on the EISA Menu (see Funding and support below)
Requesting a quote
Funded schools using EISA Menu must follow the procurement steps outlined in the Rules of Use (RoU) – Funded Schools (DOCX, 177KB) and the Schools – Procurement policy when buying programs from the Menu.
All other schools using the EISA Menu must follow the procurement steps outlined in the Rules of Use (RoU) – All Schools (DOCX, 175KB) and the Schools – Procurement policy when buying programs from the Menu.
The RoU helps schools to:
- keep clear records in writing
- have appropriate oversight of services
- meet legal and policy requirements.
The RoU includes:
- a Request for Quote (RFQ) template (DOCX, 66KB)
- a Service Agreement (DOCX, 153KB) that must be signed by the school and chosen provider.
These templates are the same for funded and non-funded schools.

Quotes over $25,000
Each program on the EISA Menu is assigned to a procurement category.
The EISA Menu Procurement Category List summarises all EISA Menu procurement categories and the programs in each category.
If the value of the quote is more than $25,000 and less than $150,000, schools must seek 3 quotes from suppliers with programs in the same procurement category.
If there are fewer than 3 suppliers in the relevant procurement category, schools must seek a quote from each available supplier in that category.
For example, schools must seek one quote where there is one supplier in the relevant category, two quotes if there are two suppliers, and three quotes if there are three or more suppliers.
Benefits of the EISA Menu
Some students need extra support to stay engaged while at school. Positive, fun and community-linked activities are a great way to help students feel included and motivated to attend.
Programs on the EISA Menu can help by giving students:
- a fun, supervised place to belong
- positive adult role models outside the classroom
- chances to build friendships
- a way to connect with community and culture.
These programs can support students to:
- attend school more regularly
- build confidence and boost self-esteem
- feel calmer and more ready to learn
- practise social skills like respect, teamwork, communication and problem-solving.
Many programs also run before or after school and in school holidays. This gives students positive ways to spend time and can reduce boredom and isolation over these periods.
The EISA Menu makes it easier to choose the right option for your students. Each program listing clearly shows what is included, where it runs, when it is available and how much it costs.
Funding and support
Some schools will receive annual funding from 2026 – 2029 (four calendar years) to help pay for programs on the EISA Menu.
Funded schools have been contacted directly by the department and informed of their allocated funding amounts.
To access the funding, these schools can claim back any purchases from the EISA Menu through the Schools Targeted Funding Portal.
Funded schools should refer to Rules of Use (RoU) – Funded Schools (DOCX, 177KB) for guidance on how to claim back purchases from the EISA Menu.

Governance Model (PDF, 2.4MB). - Funded schools in rural and regional areas may be able to claim back additional contingency funding to support related transport costs.
Child safety
All providers on the EISA Menu have been verified by us. This includes checks to make sure programs are suitable for schools and meet child safety requirements.
Schools still need to follow their usual local processes, including:
- risk and supervision planning
- school procurement steps
- any local approvals required by the school
- adherence to all relevant child safety policies.

How to be included on the Menu in the future
The Menu will run for four school years from Term 1, 2026 to Term 4, 2029.
Organisations can request to join the EISA Menu by submitting an Expression of Interest (EOI).
To request EOI information, email: early.intervention.menu@education.vic.gov.au
Organisations may request to submit an EOI at any time.
For 2026, interested organisations should submit their EOI by 30 April 2026. A second assessment round is planned for September 2026.
From 2027 onwards, the Department expects to run two EOI rounds each year. The website will be updated with the timing for future rounds.
Organisations that are successful through the assessment process will then be added to the EISA Menu.
